When you start SUM using startup.bat from Windows server the SL controller windows initiates and disappears, which means it has some issues. Check below and restart server to fix.
1. Check hosts file entries has correct IPs for physical server and alias server
2. Check the SUM GUI Port is added in services file , if not add it.
Restart the server after making changes and start SUM using STARTUP.BAT
