How to do JSPM Patching without Restarting AS Server SAP Java

JSPM has an option to change the default deploy workflow strategy.
Use normal deploy workflow strategy to avoid server restarts if posible.

To do this start JSPM with this command line:
go -config=/jspm/safetyDeployThreshold=-1
